Dr Dirk Troskie was one of the officials of the department who led from the front in providing expert counsel on agricultural economic and related matters for high-level decision. During the COVID -19 lockdown, agriculture was designated an essential sector of the economy, during which, he ensured that the department and the sector remained operational. Dr Troskie led a vast number of interventions to save the beleaguered sector.
One key element that is unique about Dr Troskie is the level of ethical conduct and accountability when representing the department within government structures.
As a health professional, Leatitia Saville is the embodiment of Batho Pele.
Leatitia always executes her duties in an effective manner, beyond office hours, and sometimes at the expense of her family.
Due to financial austerity measures and staff shortages, she had to determine ways to do more with less at the Western Cape Rehabilitation Centre, whilst ensuring that services were rendered effectively and efficiently.
Leatitia also provided clients with the opportunity to give input on how services can be improved.
Karen Shippey has often spoken about being a public servant and how that means one must serve the citizen and fight for service delivery for all, in every aspect of your mandate.
The strong work ethic of Karen is visible, and it is notable that much of her gender and human rights learning, and even programme development, has been undertaken after hours because she ensures that her core technical role must not be negatively affected but be an addition to her work.
Karen’s commitment and dedication speaks of selfless and true servant leadership.
Dr Joy Leaner is the Director: Air Quality Management in the Department of Environmental Affairs and Development Planning and has been at the helm since 2008.
During the pandemic, Dr Leaner was assigned to the Khayelitsha – Eastern COVID hotspot as part of the WOSA approach in monitoring the COVID-19 infections, the efficacy and reporting of interventions in the hotspot. She has worked tirelessly in her role as the Provincial Air Quality Officer during the COVID-19 pandemic, in not only vigorously monitoring the operations of the crematoria throughout the province, but as the Competent Authority for the Maitland Crematorium ensuring that measures were put in place to operate the crematorium within the conditions of its Atmospheric Emissions Licence (AEL), especially when it was challenged with capacity to cremate during the COVID19 waves.
As an Exemplary Public Service Leader, Dr Anwar Kharwa lives out the core Departmental Values of Caring, Competency, Accountability, Integrity, Respect and Responsiveness.
He ensured that his directorate provided adequate corporate and support services to the department to ensure continued quality health care to Western Cape residents.
Anwar is well respected within the Department of Health, Western Cape Government, Western Cape District Municipalities, the National Department of Health, and the Private Sector.
